Blending police procedural, surreal imagery and decadent social satire, the film stands as one of the darker entries in the Italian giallo cycle of the 1970s.
 
Inspector Lomenzo investigates a string of bizarre murders connected by a strange clue: pages torn from the German children’s book Shock-Headed Peter left at each crime scene. As the killings continue, Lomenzo is drawn into a decadent world of wealthy elites and secretive clubs, guided by a mysterious model and a surveillance expert who may hold the key to the twisted conspiracy.
 
Co-written by Federico Fellini collaborator Bernardino Zapponi, who also co-wrote Dario Argento’s Deep Red, Plot of Fear mixes shocking violence, psychological intrigue and surreal erotic animation by artist Gibba to create a uniquely unsettling giallo experience.
