After being rescued from a prisoner-of-war camp in North Vietnam by a group of Rangers, Robert McBain is given half of a torn $100 bill by their leader, Santos, with the promise that if the other half ever finds him, McBain can repay the debt. Eighteen years later, Santos is killed in Colombia while fighting drug lords and corrupt politicians, and his sister Christina travels to New York with the missing half of the bill.
 
To honour his old debt and avenge Santos’ death, McBain reunites the surviving ex-Rangers from his Vietnam rescue mission, including allies played by Michael Ironside and Steve James. Together, they head to Colombia to take on an entire regime, break the power of the drug lords and deliver justice by any means necessary.
